Not Enough Food from Cultivation in Nepal

Karnali Zone of mid-western Nepal, the poorest and most miserable part of Nepal, is no better than Sub-Saharan Africa. As a project officer for many years, I have observed the reality very closely in both the areas of Karnali Zone of Nepal and the interior parts of the Sub-Saharan region. About four fifths of the working population in Nepal live in rural areas and depend on subsistence farming for their livelihoods. In these areas household food security and poor nutrition are still major concerns; rural poor people are generally illiterate, have large families, and are landless or have very small landholdings. Small, fragmented subsistence farming is a characteristic of Nepalese agriculture, and the average landholding is only 0.8 hectares. Rural poor people in Nepal include:
-destitute people, such as sick or disabled persons, abandoned children and displaced persons
-extremely poor people, including illiterate or landless persons or those with very few assets
-moderately poor people, such as those who have small farms but are often heavily indebted
-people who are ‘nearly poor’, including small farmers who are at risk of slipping deeper into poverty as a result of factors such as conflict, debt and land degradation
The United Nations Office for the Coordination of Humanitarian Affairs – Integrated Regional Information Networks (IRIN) in its Relief Web has pin-pointed some of the problems and issues of the agriculture sector in Nepal. According to the Web, Nepal could significantly reduce its food insecurity over the next decade if it revamped its agricultural sector and invested more in irrigation. Approximately 45 of the country’s 75 districts fail to produce enough food to meet the population’s basic needs. Productivity is dropping while the population – - approximately 28 million — is rising. Moreover, cropland holdings are diminishing in a country where nearly 80 percent of the population depends on agriculture for their livelihood. According to recent statistics, fewer than 100,000 farmers own more than three hectares of croplands to farm, with the vast majority of farmers farming on less than 0.5 hectares. Out of 14.7 million hectares, Nepal has nearly 2.3 million hectares of arable land. However, less than 40 percent of its croplands are irrigated. Self-sufficient in food-grains until the 1980s, Nepal now has to import food. Average rice, wheat and maize yields are comparatively lower than for most ofits South Asian neighbours. Nepal spends nearly US$30.7 million to import rice and another $769,000 for wheat from India and Bangladesh to feed its population. The Web further states that despite government’s investment of $25 million in the agricultural sector, most of the funds are spent on administration expenses and staff salaries.
This is the position of the agriculture sector in Nepal, while agriculture sector has been proved the backbone for the economic development of developing countries. The agriculture sector provides food for the increasing population, supplies raw materials to the industrial sector, increases agriculture export to earn foreign exchange to import goods and increases rural income and employment. It is a major contributor to GDP in developing countries and is the major factor for national income, national saving and investment. High agriculture return with modernization provides better employment for labour force and attracts investment.
The increased agriculture surplus changes the life standard of the rural people and the surplus agriculture productionis considered to be the backbone of a developing economy. Besides, the life of the rural population can be blissful only through surplus agriculture production in LDCs. In other words, surplus agriculture production is the key factor for poverty alleviation in developing countries. In developing countries, the campaign of poverty alleviation through agriculture development has been a challenging task. The agriculture sector is the lifeline for the rural people .This sector should not be assessed from a cost benefit point of view in the public sector.
Alleviating hunger and poverty has been and continues to be the pre- dominant policy challenge to the global and national decision makers. There are four major trends that are shaping the future food economy and consequently the prospects for meeting the hunger and poverty goals. These trends are: (i) rapid urbanization in the developing world and its impact on food markets, (ii) increasing integration of global food markets through trade, (iii) deterioration of natural resources base and the degradation of the global and local commons, and (iv) rising transactions costs in the acquisition and use of science and technology for development.
Except in most of sub-Saharan Africa, developing countries are making progress towards the UN goal of halvingthe incidence of poverty by 2015. Growth in agriculture and in non-farm rural activities, as well as improvements innutrition, are considered to be central arena of success. Growth in agriculture and in associated rural non-farmemployment can have a broad impact in reducing poverty in rural areas, where seven out of 10 of the world’s poor live. Income growth is essential if under-nourishment is to be reduced.
FAO’s estimates indicate that the number of undernourished people in the world during the beginning of this decadewas 852 million, of which 815 million are in the developing countries. Just under two thirds of the total number of undernourished are found in Asia and the Pacific, followed by sub-Saharan Africa, which accounts for 24% of the total. Undernourishment is defined as food consumption insufficient to meet minimum levels of dietary energy requirements. The high rate in agriculture production depends on many variables. Interestingly during the colonial period in Japan and India, the high land revenue rate was a major cause to increase agriculture output. The studies conducted in different countries have shown that the soil of Japan, South Korea and Taiwan was of low quality but the productivity was very high. Many journals and documents of South Asia Region have indicated that only forced acquisition land and land redistribution does not necessarily lead to increase in agriculture productivity. The objective behind providing subsidies in agriculture sector differs from country to country; some countries provide subsidies for not planting crops, some provide subsidies to increase production to provide food at cheap prices. Subsidies should be given to remote and undeveloped agriculture production areas.
The rabbit can’t fight with the tiger, i.e., small farmers can’t compete with multinationals that have captured the food market. The food prices are increasing and the big multinationals have received 2% more on their income but the farmers have lost 50% in their income. There are an estimated 1.5 billion food producers and 6 billion food consumers; among them four food multinationals have been bottlenecking the international arena. The USA and Europe are providing 35% subsidies to large farms, not to small farms. Multinationals and large farmers work in the market system. India, China and Vietnam have developed their economy through better planning and implementation of the agriculture sector. Some social structure of developing countries and fragmentation of land have caused problems in increasing food production. Environmental degradation, landslide, heavy rain, less rain have caused problems in food production. Increasing urbanization and shifting of peoplefrom the villages to urban areas is also creating problem there.
The Nepal government has introduced major policies related to agriculture development in Nepal. National Agriculture Policy 2061, National Diary Development Policy 2064, Tea Policy 2057, Coffee Policy 2057, National Herb and non-timber Development Policy 2051, Agriculture Entrepreneurship Development Policy 2063, are some of the examples of government policy.
A 20-year APP has been formulated and begun in Nepal since the fiscal year 1996/97 for the development of theagriculture sector. The Tenth Plan and the Eleventh Plan has been declared as agriculture decade in Nepal. The APP has fixed a target to bring down poverty to 10% by the end of the plan period. The APP has prioritized productive inputs as well as development of chemical fertilizer, agriculture technology (extension and research), rural electrification, agriculture roads, agriculture loan and irrigation for the overall development of the agriculture sector.Land ownership in Nepal has traditionally been concentrated in the hands of a few. For most poor rural families, access to land is extremely limited. Almost 70% of the households have holdings of less than 1 ha and many of them depend on plots that are too small to meet their subsistence requirements. Productivity levels remain low as a result of limited access to new farming technologies, inputs and extension services.
Therefore, poverty in rural areas can be measured by area of land possessions.
As a result of low growth rate in the agricultural sector, the living standards in rural areas are deteriorating and poverty is increasing day by day. The growing population has put huge pressure on cultivable land, especially in theTerai region, which also supports many landless migrants. Therefore the southern region of Nepal, the Terai, is the major agriculture production region of Nepal. The fl oods, heavy rain, establishment of unplanned towns and industries in fertile land have also minimized the area of agricultural land in Nepal. More importantly, the crop productivity is being affected negatively by the construction of long afflux bonds and irrigation construction near the southern international border by India. The land of Terai is in the process of desertification due to inflow of river water and sands, every year in agriculture land in excess volume due to construction of afflux bond in border by India. Landslide and deforestation in the hills as well as in plains have also caused same negative impact.
The rugged terrain and harsh climate do not generate good crop yields. These areas are also physically isolated,with poor communications and infrastructure and inadequate access to natural resources. Increasing population pressure has led to unsustainable use of natural resources, including overgrazing and deforestation. And erosion in the uplands causes flooding in the lowlands that can be devastating to crop yields. During 1960s, the cereal yield in Nepal was one of the highest among the South Asian nations; yield in Nepal was 198 percent higher than that in Bangladesh, 212 percent higher than in Sri Lanka. But now the situation has completely reversed.
Nepal’s agriculture sector is not in a condition to even fulfil its families’ food requirements. Not only in Karnali Zone but in entire Himalayan region of Nepal, the long queues for rice have been never-ending phenomenon. If food grains had not been imported and not distributed by the World Food Program of the United Nations, the food crisis would have been very serious. This shows the real condition and development status of the agriculture sector in Nepal. Lots of work needs to be done to transform this sector. For a land-scarce country like Nepal, it is difficult to allocate how much land is needed for cash crops and how much for food. The theory of comparative cost can’t be executed in the agriculture sector. A country should be self sufficient in food production by any means. A speedy technological reform is required in the agriculture sector to fulfil the internal demand of food. The use of chemical fertilizers in the Nepalese agriculture sector is not satisfactory. There is no fertilizer producing industry in Nepal and the fertilizer imported by the government sector is not enough to fulfil the requirement of agriculture and this is full of controversy. Substandard, illegally imported materials are used in agriculture in Nepal. The quality of such smuggled fertilizers has not been properly tested in laboratories in Nepal. Use of such fertilizers in big quantities has contributed to lower agricultural productivity. Fertilizer import by an individual and by a private company in Nepal is very difficult and it is almost impossible to fulfil all the procedures of the government.
While formulating and implementing agriculture plan and program, we should not ignore the India factor. Cost ofproduction is comparatively cheaper in India than Nepal. Besides, India is introducing many high technologies for rapid improvement in the agriculture sector. And technology improvement in Nepal is very slow and this sector is almost dependent on traditional methods of cultivation. Nepal has to develop its cooperatives up to satisfactorylevel with high efficiency to support the agriculture sector. Cooperatives are considered to be powerful and sustainable tools for marketing and development of this sector at the grass root level. The Indian dairy cooperatives system and export vegetable cooperatives of Guatemala are good examples.
Moreover, special commodity policy is needed to be formulated for import substitution and export promotion ofthis sector. Proper attention has to be given to agricultural production and quality improvement. Besides, emphasis has to be given for the production of commercial and high value items, such as vegetables, fruit, meat, milk, herbs, fish, livestock, egg, leather, silk, bees, organic farming and lesser use of insecticides. Some programs are also to be launched for better soil fertility management. Public- private partnership for seed production to enhance productivity and to support agriculture security has been a demand of time.
As Nepal has entered into the WTO, there should not be different taxes in agriculture commodities. All the taxes andfees should be removed and only the Value Added Tax should be imposed at lower percentage in agriculture production and things related to its production.
More importance has to be given to develop cold stores, external market study, soil conservation, forestation, agroroads and control on low quality fertilizers. Besides, projects on deep tube wells, shallow tube wells and small hydro electricity should be implemented. To solve the problem of milk, control on import of milk and milk products, diversification of milk products, encouragement to private sector, tax holidays for animal food industries and establishment of powder milk industry of large scale etc. are some of the measures to be implemented more effectively and efficiently.
Development of agriculture means development of village and development of village means real development of Nepal. The Nepalese agriculture sector is dependent on monsoon rain. Despite four decades of planned efforts, the Nepalese agriculture sector is still subsistence oriented; primarily food based and relatively undiversifi ed. In total, agriculture sector in Nepal is not developed satisfactorily so Nepal is poor.
If we observe the global food supply scenario, the present food production is enough to fulfi l the overall requirements of the global population. However, the demand and supply situation in the global context should be properly managed. Few years ago, Nepal was among food exporting countries. Currently, with some exceptions Nepal is considered to be food importing country. The government should be on high alert for overall development of the food sector. Only continuous and serious long term reformation effort can bring this sector on the right track. The government should have an efficient demand and supply information system of necessary food crops. Supply policy and program should be scientific and based on reality. The quantity of food required for a year, internal production, import and export position, quantity to be controlled by the government, international productionscenario, the international prices and the price policies are the major areas of concern where the government should have good statistics and programme of implementation. The recent hike in international food prices has severely affected the people of poor countries. Due to backwardness of the Nepalese agriculture sector, price augmentation of agriculture production has badly hammered the poor people. Price of agricultural product should be stable. Frequentchanges in food prices affect the producer, businessman and consumers, which destabilize the market system. Someeconomists presume that the government should always have control over 25% of national food production. Forthis purpose, large store houses are required so that the government can control the market by supplying its reserve stocks of food during food crisis and to the people in the time of urgency. Due to lack of proper storage facilities both in the government and private sector, agriculture production is exported to India unofficially during the harvest season and imported during the other production season in Nepal.
Food market in Nepal has been controlled by the private sector. The Nepal Food Corporation (NFC) has a food market share of just about 2%. The big food industries have controlled the market. More companies related to food management are required to be established with collaboration with public private partnership by inclusion of small farmers. Farm subsidies are required in the initial stage to prepare a strong foundation in this sector. For Nepal the initial stage might be a couple of decades as its present foundation is very fragile. Fertilizer, tools, machines or tractors, irrigation in maximum intensity is indispensable for the thriving yield from this sector.
It is well known that the agriculture sector in Nepal is full of problems and Nepal requires a Herculean effort todevelop this sector. Low investment, lack of transport, lack of agriculture inputs, seeds, loans to required farmers, remote areas, high cost, weak market mechanism, high risk, lack of publicity and research are the problems of the agriculture sector. Around 70% of the farmers and the people engaged in agriculture are illiterate.
Area under irrigation is increasing every year with an increasing investment but it has barely contributed to theincrease in productivity. Besides, the government’s revenue collection from the agriculture sector and the cost of land revenue collection is almost equal. Nepal’s per capita food intake of 2,100 calorie is below the international standard. It indicates low food consumption and lower food production. The slow modernizing ofNepalese agriculture sector is facing the problem also in its cash crops production. For example the production of wool to support carpet industries is not in a satisfactory situation. The government subsidy in agriculture sector is decreasing. Besides, government expenditure in the agriculture sector is almost stagnant.
In addition, floods and landslides damage most of the canals every year and the maintenance work seems very slow due to high dependency on the government budget. Agriculture inputs are completely dependent on import and no concrete effort is seen to establish large scale fertilizer plant after decades of planning. Research and developmentactivities should be also supportive and practical to increase the national production.

There’s no reason to rely on the same old brown bag lunch every day. Create simple, wholesome recipes and “out of the box” lunches to help beat brown bag lunch boredom and give you and your kids more nutritious choices.

Let’s face it, the main staple of most brown bag lunches is a sandwich made with lunch meat. In fact, according to ACNielsen research, lunch meat is purchased by 85 percent of U.S. households. With the new, great tasting sandwich meats on the market and some fun and interesting recipes and a few additions, you can easily take the boredom out of brown bag lunches.
Jackie Newgent, RD, CDN, recommends the following simple tips to give the brown bag lunch a nutritious makeover:
Use bread alternatives. Prepare sandwiches using a different type of bread each day of the week. Try a flour tortilla, French baguette, flatbread or sesame seed bun. Use alternatives to bread, such as lettuce wraps. Or skip the sandwich or wrap idea altogether and make meat and cheese kabobs on toothpicks or small bamboo skewers.
Spice up your sides. Pack imaginative fruit and vegetable sides. Add peanut or almond butter and raisins to celery to build “ants on a log.” Create a dazzling fruit salad by combining three or more colorful, flavorful fruits. Make a multicolored pasta salad from green, orange and red pasta.
Keep it natural. Instead of using lunch meat with preservatives, try a more nutritious, great tasting alternative, such as Hormel Natural Choice Deli Sandwich Meats. They’re 100 percent all natural, with no preservatives and no artificial colors or flavors.
Add some fun. There are other ways, besides switching up ingredients, to add some fun to your child’s lunch. Try putting an entertaining trivia question or educational fun fact on the lunch bag. Throw in stickers, a toy or an easy game. Use something besides the basic brown bag to hold the lunch, such as a lunch box or brightly colored sack.

Is it possible to be creative, nutritional and delicious with a packed school lunch? YES! And, we are going to show you how.
All children love having a wrap for lunch. Wraps are easy, nutritious and a fun replacement for sandwiches. From turkey with veggies, to eggs and cheese, to banana and peanut butter, there are lots of different methods to make them. You can even use different “wrappers” like tortillas, lettuce, different kinds of breads and even square cut lunch meat.
Healthy side dishes could be pasta, rice and fruit salads. A fun pasta idea is pizzetti, a spaghetti/pizza spin on pasta salad. Use chopped pepperoni, marinara and cubed cheese to toss with cooked pasta. Homemade mac and cheese with broccoli and cubes of ham or beenie weenies are always a nice surprise from the usual sandwich.
For nutritional dessert choices the possibilities are endless. Use the same thermos to pack a frozen banana or smoothie cold until lunch time. Once your child is at lunch, he can spread some peanut butter on the banana and have a great treat. Kids always love a fruit parfait. All you need are fruit, yogurt and granola or the child’s favorite cereal. Even Teddy Grahams can be used for the crunch!
One of the greatest trends today for lunch boxes is a bento box. This kind of lunch box allows for different lunch components to be put in different compartments. For older kids, a bento box may be too large for their personal taste. A better option may be an insulated lunch bag for the older student.
So, with some creative thought and a little preparing using your children’s likes, it is possible to produce great and unique school lunches your child will enjoy.

According to the Grey Muzzle Organization, the most important decision you can make with regard to daily care for your aging dog is the food you feed. Spending as much as your budget will allow for a high quality food can make a difference in health and even vet bills. Avoid economy or low-cost foods. For example, many grocery store brands are lower quality. It only makes sense that these economy or low-cost foods tend to contain ingredients of lower quality that may not be as digestible for the older dog when compared with higher quality foods. Economy brands also lack consistency of ingredients from bag to bag, which might not be well tolerated by older dogs. Feeding lower quality foods will be reflected in your dog’s health, as the body struggles to obtain vital nutrients which may or may not be present. Older dogs have an even harder time digesting poor quality foods, as their organs become less efficient with the aging process. Most schools are trying hard to upgrade their lunch programs and offer the best food they can. But not every school cafeteria provides appealing, healthy lunch choices. Educate yourself when it comes to what your cafeteria has to offer. For example, did you know chicken nuggets have more fat and calories than a plain burger?
Even if your school provides healthy options, it can be too easy to give in to temptation and pick a less healthy choice when you’re feeling really hungry. How do you take control? Take a packed lunch to school!
Here are the top 5 reasons to pack your lunch — and snacks — at least twice a week:
1. Control. Do you ever wait in the lunch line only to find when you get to the front that you don’t like what they’re serving? So you reach for pizza again. A healthy packed lunch lets you avoid the lunch line (and any temptations). Bringing your own lunch also lets you control exactly what goes into the food you eat.
2. Variety. It doesn’t hurt to cave in and enjoy the occasional serving of pizza and hot dogs. But if you’re eating these foods all the time, your body probably feels ready for a change. A packed lunch a couple of times a week means you can enjoy some favorites that you might not find at every school — like a piping hot thermos of your mom’s chicken soup; hummus and pita bread; or some crisp, farm-stand apples.
3. Energy. If you have a big game or activity after school, plan a lunch and snacks that combine lean proteins with carbohydrates to give you lasting energy and keep you going through the late afternoon. Some ideas: your own “trail” mix of dried fruit and nuts or sunflower seeds, whole-grain pretzels and low-fat cheese, or a bagful of baby carrots and yogurt dip.
4. Cold hard cash. Pack healthy snacks so you don’t feel tempted to step off campus for a fast-food lunch, or hit the vending machine or corner store for chocolate and a soda! Put the money you save on such snacks aside.
5. That warm and fuzzy feeling. Remember when your mom or dad used to pack your lunch? Pack yourself a retro lunch featuring healthy versions of your old faves — such as PB&J on whole-wheat bread.
Whether you pack or eat in the cafeteria, what’s important is that you make healthy choices. If you’re concerned that your cafeteria doesn’t offer enough healthy choices, get involved in trying to make changes. Ask a teacher or someone in food service for advice on how to get started.
